Review the impact before publishing a cap.

Curtailment is how a district limits how much water each patron may take when supply is short. An admin or manager picks an allocation period, saves a cap, reviews its impact and publishes it. Every patron with an allocation in that period is placed in a band: OK, Near or Over. The patron impact table can be downloaded as a CSV.

Three ways to express a cap, plus a no-cap state. Percent of normal limits everyone to a share of their usual water. Acre-feet per share limits each share to a set amount. Acre-feet per acre limits each water-righted acre to a set amount. You choose the mode, the value, and a near-limit threshold.

OK means the patron's remaining water is above the near-cap margin. Near means what they have left is within the margin, 20% of their cap by default; you can change it. Over means they have used more than their cap.

Admins and managers set, review and publish caps. Patrons do not see the cap or the impact report. On a ditch rider's route, each stop shows that patron's normal allocation and capped amount for the current period.
